Am a top civil servant from the Economic Community of
West African State, (ECOWAS) I believe that we can use your co-operate
business relationship with Africa to transfer this fund. There is this
already executed contract fund on esrcow account in a bank in Ghana
which I want to transfer offshore for investment purpose. First you will
front as the executor/beneficiary to this already executed over-invoiced
contract sum totaling $50million.

After the transfer is completed, I
and my colleague who happen to be the Auditor General will visit your
country to have round table face to face meeting about our choice of
investment.

On recieving your response in regard to this proposal, I
will inform you of the procedures. The Finance ministries of member
states endorsed by the Accountant General and to be paid under contract
number, ECOWAS/OGN/MF/BoG/B2517/99. it is pertinent to note that you do
not require much engagement since we have taken care in full capacity. I
am anxiously awaiting your response with hope that you will understand
the confidentiality nature of this Deal.
